The HDB Branch inspection is different from the buyer's inspection.

Before resale completion, the buyer should arrange with the seller to inspect the flat and ensure that the seller will deliver vacant possession.

The buyer should check:

• General condition of the flat

• Renovation and built-ins

• Water leakage or visible damage

• Doors and windows

• Electrical fittings

• Plumbing and sanitary fittings

• Air-conditioning and other agreed items

• Items that were agreed to remain in the flat

• Vacant possession

• Keys and access devices

HDB's resale terms also make clear that the buyer purchases the flat on a caveat emptor basis. In other words, the buyer is responsible for checking the condition of the flat and verifying renovation approvals. A buyer may engage a qualified person, such as a building surveyor, for additional checks.

Before completing your HDB sale, make sure you have:

✓ Met the MOP and eligibility requirements
✓ Registered your Intent to Sell
✓ Granted the correct HDB-prescribed OTP
✓ Submitted the resale application
✓ Endorsed HDB documents and paid required fees
✓ Checked renovation approvals
✓ Prepared for the HDB Branch inspection
✓ Rectified any unauthorised renovation identified by HDB
✓ Checked window compliance
✓ Stopped renovation works pending completion
✓ Settled relevant Town Council and property tax matters
✓ Vacated the flat before completion
✓ Arranged the buyer's final inspection
✓ Prepared all keys and required documents

HDB's current terms state that no renovation works should be carried out while awaiting resale completion. If works cause damage before completion, the seller and buyer may be jointly and severally responsible for rectification.
